There are three parts to the Global Positioning System. The first part is the receiver. The receiver contacts at least four of the satellites and calculates(计算) its position. The third part of the system is a network of ground stations. They are all over the world. Actually, there is nothing wrong with your eyes. This twinkling effect is called scintillation (交光). Scintillation happens because of air movements in the earth’s atmosphere (大气).
