原句貌似应该是one of the worker(s) 吧,因为众工作者之一,众工作者应为复数,所以是"workers"而不是"worker"
因为这里的”to“用来指是发生在某人身上,而英语中,是说明这件事情对着的人是”one of the workers" 也就是对着这个人而发生的事情,所以要有个“to”
当然楼楼问的是否可以用“that”替换,我认为是可以的,但是句型肯能要稍微作调整,修改完如下：
It suddenly occured that one of the workers opened up the box.
*注意原句中的“open”要改为"opened“
