这两种都是有的,只是意思上的确有所区别
1.suspect somebody of sth 怀疑某人做了某事
如：She suspected him of taking her money.
2.suspect somebody to be...认为某人是...
如：I suspect him to be the pickpocket.
楼主所说的be suspected to be...只是第二种结构的被动形式而已.
