如果有些事情做起来很有危险但又不得不做的话,你就需要一个可以被你利用的人、为你做脏累活的人.用受利用者攫取你需要的东西、打击你想打击的对象,并且不留下把柄.让别人充当刽子手或者令人沮丧信息的传递者,而你却只传递那些令人兴奋的信息.

希腊人一般用公用资金收留一批没有劳动能力的人,当城邦面临灾难的时候,比如遇到了瘟疫、洪水或者是饥荒,（那些替罪羊）就会被带到城邦外作为祭品被用石头杀死.
