上外版大学英语1 U2中有一句话：never give up no matter how bad the odds and never let a friend down.前半句话为什么可以省略谓语?

前半句never give up 是一个祈使句.
no matter how bad the odds是这个祈使句后面的补语,修饰祈使句“不要放弃”的.
and表示并列,连接前后两个never+祈使句.
