摘 要
在当今社会,贸易自由化发展的如火如荼,同时环境污染问题也存在着巨大的隐患.据统计,到1992年时国际贸易额就已经是二战前贸易额的50余倍,贸易的发展给各国经济的增长带来了巨大的动力,可是环境却日益恶劣,因此环境与贸易协调问题成为人们目前最关注的问题.曾经被西方一些国际关系学者视为“低政治”的贸易、环境问题,逐渐上升到与传统意义上的所谓“高政治”如外交、国防安全等相当的地位.环境问题的提出向传统贸易理论提出了置疑,环境与贸易的关系有待于人们继续研究.

In our age, commercialisation is expanding, at the same time, there is a huge hidden problem in regards to the environment. According to statistics, in 1992, world trade was more than 50 times that before WW2. The development of commercialisation has brought momentum in the improving economies of different countries, however, the environment problems worsen day by day. As a result, the balance between economic development and keeping the environment clean has become one of the most discussed topics today. Issues that have once been regarded as "low politics" such as trade and environment have become more prominent, their importance matching that of "high" political issues such as defence and international relationships. The discussion of environmental issues has questioned the theories of trace, and such discussions continue to be of importance for people to study.
