there be的意思是“有”
比如说：九班有69名同学.用英语说就是：There are 69 students in Class9.
它是倒装句的一种,也是一种特殊句型.
而it is句型通常有以下几种情况：
1、强调句型
结构是：It is/was +被强调的部分+ that +句子其他部分
去掉这个It is/was that 句子没有任何影响
2、it做形式主语,代替后面真正的主语放在句首
例如：It is necessary for us to learn English well.
还有其他的情况,总之,具体问题具体对待,分清这两个词的基本用法,应该不会出错.
