Now, many Chinese cities are facing the situation of the crowded traffic. In order to relax the traffic, the
Beijing government has started a lottery system for new car licens es.
Different people have different ideas about the system. some people agree with the new measures. Some
have stopped using their cars and now ride bicycles because of the traffic. The city has developed too fast.
And the population has grown too fast. At the same time,there are too many people buying cars.
However, some think the restrictions are not useful. The traffic is so heavy because the road construction
is bad. The restrictions are not fair to the consumers. They can"t have the same right as those who have
