problem 是种待解决的问题,可以是些”小问题“（此时不能用matter来代替）,也可以是“大问题”（可与matter互换,但matter显得正式些）.你的question中的电脑问题是个“小问题 ”所以不选matter了.problem一般的时候和solve 或是work out来搭配,如：we should solve this problem as quickly as we can.
question 指的是“你问我答的问题”这种问题是需要你来answer的,并不一定要你去解决的.如 i have a question to ask./this is the answer to your question
